Boards, Commissions & Committees

Santaquin's various boards, commissions and committees are filled with volunteer members from our community. If you would like to be considered as a future board or committee member, contact the city administration offices at 801-754-3211. Our mayor will interview you as positions become available and make appointments as needed.

Architectural Review Committee

The Architectural Review Committee reviews and determines the compliance of site plan and building permit applications with the provisions of Santaquin land use ordinances. Additional information is found in the city code Santaquin City Code §2-3.
The Santaquin Architectural Review Committee is responsible for reviewing building and site plans for new commercial development and multi-family developments in the City. The board includes a licensed architect, City Council representative, a building department representative, and two volunteer citizens. The board meets on an as-needed basis and is responsible for assuring the intent of the city's architectural standards is met and the communities character and higher qualities are upheld.


MEETINGS

The architectural review committee is required to meet no more than 10 days after submission for review. Meetings are scheduled as needed.


MEMBERSHIP

The architectural review committee consists of five (5) members and shall at all times include the following one planning commission member, one member of the Community Development Department, and one state licensed professional architect. Members do not have to be residents of Santaquin.

Development Review Committee

The Development Review Committee reviews site plans for compliance with applicable code, ordinances and standards.


MEMBERSHIP

The Development Review Committee shall be composed of city staff, including representatives from each city department, elected officials, and others, as determined by the city council.

Land Use Appeals Authority (Board of Adjustment)

The Santaquin appeal authority is established to hear and decide requests for variances from land use ordinances and appeals from decisions applying the land use ordinances. State code allows cities to have a different appeals authority for varying land use applications.

The Land Use Appeal Authority is required by State Law to consider decisions pertaining to land use laws. This body was historically referred to as the Board of Adjustments. State law allows the Land Use Appeal Authority to consider appeals and variances. Appeals may be considered on actions taken by the City staff, the Planning Commission, or the City Council. Actions that may be considered for appeal include rezoning requests, subdivision approvals, site plan approvals, issuance of a conditional use permit, general plan adoption, building permit approvals, or even development code interpretations. Requests for variances must comply with state law, Title 10-9a-702 (http://le.utah.gov/code/TITLE10/htm/10_09a070200.htm). Variances may be considered when strict enforcement of a law may cause an unreasonable hardship, there are special circumstances attached to a property that do not generally apply to other properties in the same zone, the variance is essential to the enjoyment of a property right possessed by others in the same zone, the variance will not substantially affect the general plan of the city or be contrary to public interest, or the spirit of the land use ordinance is observed and substantial justice done. Variances cannot be granted if the "hardship" to be considered is self-imposed or economic in nature.

The pertinent appeal authority must take action within 60 days of an appeal.

The Appeal Authority Board consists of five (5) members and two (2) alternates appointed by the Mayor for a five year term. Board members must be residents of Santaquin City. See Santaquin City Code §2-2-3.

Library Board

The Board usually meets on the first Thursday of each month at 6:00 p.m. in the Santaquin City Council Chamber, 45 West 100 South. The agenda is posted 24 hours or more prior at the City Office, Post Office, Library and Zions Bank. For more information call 801-754-3030.

Meetings may be cancelled occasionally for summer events or during holiday months. Special meetings may be called and a notice and agenda will be posted. In accordance with Utah State Statute 9-7-403, Library Board Members are appointed by the city governing body for a three year term and may be reappointed to serve a second consecutive three year term.

Museum Board

The museum board is responsible for directing the efforts of the Santaquin Chieftain Museum. The board sets policies and provides direction to the museum director(s) and seeks to promote the museum and its efforts to preserve the history of southern Utah Valley. The board meets in the City Council chambers at 6pm on the third Thursday of each month.

Planning commission

The Planning Commission serves a variety of roles for the City and the community. The Planning Commission:

·  Maintains the vision and objectives of the General Plan.

·  Encourages land use compatibility.

·  Balances public and private interests.

·  Provides an opportunity for public involvement.

·  Identifies and debates key facts and issues.

·  Ensures a fair and equitable process.

·  Provides recommendations to the City Council.


MEETINGS

The Santaquin City Planning Commission has approved it’s 2018 regular meeting schedule.  Meetings will generally be held on the 2nd and 4th Tuesdays of each month except for the month of August in which meetings will be held on the 1st and 3rd Tuesdays.  No meetings will be held on the 4th Tuesdays of July, November and December due to holiday observance.  Any additional meetings or changes made to the regular meeting schedule, as deemed necessary, will be noticed appropriately.  Meetings are held at the City Council chambers located at 45 West 100 South in Santaquin.  A work session begins at 6:30 pm and the regular meeting begins at 7:00 pm.  The public is invited to attend all Planning Commission meetings.

Recreation Board

The recreation board is tasked with promoting community health and well-being through fun and memorable recreation experiences and activities for everyone. More specifically, they work with the recreation department to consider new activities and sport opportunities, recreation facilities, and making recommendations to the City Council for expenditure of funds for recreation purposes. The board consists of seven volunteer citizens. They are currently working on updating the City Parks, Recreation, Open Space and Trails Master Plan.
